Amendments to the ZOIE Act (Official Gazette 78/25)

The Act amending the Act on Renewable Energy Sources and High-Efficiency Cogeneration (Official Gazette 78/25) has entered into force, bringing changes to the billing model for households with own supply.

Households - own-supply users

  • The existing billing model for consumed and fed-in electricity quantities remains unchanged for 10 years from the date of the Permanent Operation Certificate.
  • After the 10-year period, fed-in energy will be settled according to the new formula in Article 51, paragraph 7.
  • Suppliers are obliged once a year, by 28 February at the latest, to notify users of the total receipts realised from fed-in surplus electricity.

Transitional provisions

  • Households that received a Connection Possibility Notice from HEP ODS by 31 December 2025 retain the existing billing model and the 10-year transition period.
  • New users who receive the notice after 1 January 2026 immediately apply the new billing formula.

Business users

  • For business-category users there are no changes to the billing methodology.
